Maybe not to REPLACE the current one, but more to elaborate. I would do it in the style of the FIA ones, like these ones:

I just feel there are too many "ambiguous rules" at the moment, ones that are generally agreed upon by the admins, but not set in stone. For instace, if a caution comes out and a player is in the pits. We agreed that the field is frozen at the time of YEL > Pits Opening, and so a player that is stuck in the pits and gets lapped can get waved past the pace car before the pits are opened and join the back of the queue. But it's not in the rulebook. I'll get started and show it to Burnout before posting it up here.
